If your construction project value exceeds $100,000, you must enroll your project in the Contractor Safety Assessment Program (CSAP) and the Substance Abuse Prevention Program (SAPP). Construction projects include renovations, new construction, tenant fit-outs, utility upgrades, and major repairs.
Before the project begins, complete a CSAP Project Enrollment form and a SAPP Screen Passport Request form with your project information.
CSAP Project Enrollment
CSAP, operated by a third party, lets Harvard assess its contracting partners' safety performance and help the project management community make informed decisions.

Submit a CSAP project enrollmentRequired form information:
- Project name.
- Harvard Project Manager name.
- Harvard School name.
- Anticipated start and completion dates
- Contractor name and address.
- Approximate contract value.
- Building use and construction type.
After the form is submitted, both the Harvard Project Manager and Contractor Project Manager will have access to the construction project's safety information.
SAPP Screen Passport Request
All construction workers must complete pre-hire substance abuse screening by a third-party administrator. Before getting tested, projects must request a SAPP test passport.
Submit a SAPP Screen Passport request to request a drug testing passport.

- Project name.
- Harvard Project Manager name.
- Harvard School name.
- Contractor name and address.
- Designated Employer Representatives (DER).
You should receive your SAPP testing passport within 24 hours after submitting a request.
The DER will receive an emailed copy of the SAPP testing passport within 24 hours. The DER must sign the passport. After the passport is signed, the DER sends it to all workers working on the job site. Workers must receive their passport before they can begin SAPP testing.
Workers must bring a picture ID and signed paper copy or a signed digital copy of the passport to the testing facility. Workers can't be tested without their passport.
If your DER changes during the project, notify OHS Total Care.
After passing the SAPP test, each worker will receive a small business sized plastic card known as a "P Card.” They must keep their P Card with them while on Harvard projects.
